International Organization for Standardization (ISO) –
is an international, non-governmental organization established in 1947, as the successor to the International Federation of National Standardization Associations (ISA) established in 1926, which laid the foundations for international cooperation in standardization activities.
Among the objectives of ISO
standards are: quality assurance, environmental safety, safety, economy, reliability, compatibility, interoperability, efficiency, effectiveness, and other essential features; ISO standards also facilitate trade and accelerate technology transfer.
ISO carries out its international standardization activity in all fields, except in the electrotechnical field. ISO has 163 members, of which 118 full members, 41 corresponding members and 4 subscriber members.
The Republic of Moldova became a corresponding member of ISO in 1997.

International Electrotechnical Commission (IEC) – is a non-governmental, non-profit organization, founded in 1906. IEC members are national committees from 83 states (including 60 full members and 23 associate members), which include industry representatives , regulators, professional and academia associations.
The objective of the IEC is to serve global markets and society through its activities of standardization and conformity assessment in the electrical and electronic field. IEC promotes world trade and economic development by encouraging the creation of safe, efficient and low-impact products, systems and services.
The Republic of Moldova became an associate member of the IEC on January 27, 2012 through the Moldovan Electrotechnical Committee (CEM), thus obtaining full access to the working documents. At the same time, CEM has limited voting rights in the technical activity of IEC, being a participating member in three IEC technical committees: TC 13 Electricity measurement, tariffs and load control, TC 34 Lamps and associated equipment and TC 88 Wind turbines, and representatives The Republic of Moldova cannot be elected to leadership positions within the IEC.

International Telecommunication Union (ITU) – is the United Nations agency specializing in information and communication technology. ITU was founded in 1865. At present, ITU has 193 member states and over 700 private companies as members.
Among the objectives of the ITU is the development of ITU standards (called recommendations), which are fundamental for the proper operation of information and communication technology networks both nationally and globally.
The Republic of Moldova, through the Ministry of Information Technology and Communications, has been a member of the ITU since 1992.
European Committee for Standardization (CEN) – was established as a non-profit association in 1975. CEN‘s goal is to remove barriers to European trade. CEN’s mission is to support the European economy in global trade, for the well-being of European citizens while protecting the environment. CEN’s field of activity covers all economic activities, except electrotechnology (CENELEC) and telecommunications (ETSI).
CEN has 33 national members, who work together to develop European standards. More than 60,000 technical experts, as well as business and consumer representatives are involved in the CEN network, which comprises over 600 million people.
The Republic of Moldova became a partner member of CEN in 2007, then, in 2009, Moldova obtained the status of an affiliate member of CEN. In 2017, the Republic of Moldova becomes a companion member of CEN. Consult the catalog of European CEN standards here.
European Committee for Standardization in Electrical Engineering (CENELEC) – is a non-profit technical organization founded in 1973. CENELEC is a platform for experts who develop European standards in the field of electrical engineering, to facilitate trade between states by removing technical barriers, to promote the creation of new markets, as well as cost reduction and the development of the European Market.
At the same time, CENELEC also facilitates international trade by adopting international IEC standards for the fields in which they exist.
In the global economy, CENELEC promotes innovation and competitiveness, making technologies available for all industrial fields by developing voluntary standards.
CENELEC has 33 Member States and 13 affiliated members.
The Republic of Moldova became an affiliate member of CENELEC in 2014, subsequently, in 2017 Moldova obtains the status of companion member of CENELEC.

European Telecommunications Standards Institute (ETSI) – is a non-profit organization founded in 1988, which develops globally applicable standards for information and communications technology.
The objective of ETSI is to develop and maintain innovative and quality technical standards in the field of information and communication technology through the use of modern methodologies and processes.
ETSI has over 750 member organizations in 63 states.
The Republic of Moldova became an observer member of ETSI in 2014.
Euro-Asian Council for Standardization, Metrology and Certification (EASC) – is an interstate organization of the Commonwealth of Independent States. EASC was created in 1992 to define the main directions in the field of standardization, metrology and certification.
Among the basic objectives of the EASC’s activity in the field of standardization is the elaboration of normative standardization documents; creating, maintaining and managing the interstate standards fund and providing these standards to EASC members; coordination of interstate standards development work and international cooperation in the field of standardization.
The Republic of Moldova has been a full member of EASC since its founding.
Interregional Association for Standardization (IRSA) – was founded in 1991.
IRSA‘s objectives include cooperation in the field of standardization and related areas between IRSA members to facilitate trade and to develop scientific, technical and economic cooperation; cooperation in order to establish the main directions in the application of ISO, IEC, CEN and CENELEC standards, with regard to the protection of human health, product safety, environmental safety, ensuring consumer rights, etc .; as well as cooperation in the field of training.
The Republic of Moldova is a full member of IRSA.
National Accreditation Center of the Republic of Moldova (MOLDAC) – is the sole national accreditation body and aims to implement state policy in the field of accreditation and conformity assessment, giving confidence in the technical competence, impartiality and integrity of accredited conformity assessment bodies, as well as promoting the free movement of products, increasing the competitiveness of products and services, protecting the rights and interests of consumers, ensuring the protection of life, health and safety of persons and the environment.
MOLDAC obeys to international and European peer review on the basis of clear and transparent evaluation criteria and procedures established by European and international bodies EA (European Accreditation Cooperation), IAF (International Accreditation Forum) and ILAC (International Laboratory Accreditation Cooperation).
In 2013, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the National Accreditation Center of the Republic of Moldova.
State University of Moldova (USM) –is one of the leading institutions of higher education in the Republic of Moldova.
The State University of Moldova is a state institution of higher education whose mission is:
- training highly qualified staff for the national economy, able to operate in the changing conditions of life and market economy;
- organizing and conducting fundamental and applied scientific research, aimed at solving current socio-economic problems and achieving the technological transfer of the results of university scientific research
In 2014, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the State University of Moldova.
State Agrarian University of Moldova (UASM) – is the only agricultural higher education institution in the Republic of Moldova.
The State Agrarian University of Moldova has also established itself through a scientific nucleus of great importance both domestically and internationally.
On October 4, 2013, as a sign of high appreciation of the special merits in the development of university education, for substantial contribution to the training of highly qualified specialists and prodigious methodological-scientific activity, the State Agrarian University of Moldova was awarded the high state distinction “Order of the Republic ”.
In 2015, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the State Agrarian University of Moldova.
Academy of Economic Studies of Moldova (ASEM) – is the largest higher education institution with economic profile in the Republic of Moldova.
ASEM’s mission is to generate and transfer knowledge through:
- supporting the development and affirmation of students and researchers in the field of economics and administrative sciences, as well as in other subfields of social sciences and humanities;
- advanced scientific research related to social requirements through high quality study programs on all cycles and in all forms of university and postgraduate training;
- advanced knowledge generation;
- adult education and training.
Assuming its vocation and the values established at the establishment and respecting the institutional tradition developed during the decades by the personalities who consecrated it in the country and abroad, ASEM aims to be a reference university for the Central European area.
In 2015, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Academy of Economic Studies of Moldova.
Agency for Consumer Protection and Market Surveillance (APCSP) – is an administrative authority responsible for implementing the policy in the field of consumer protection and conducting state control over compliance with legislation in this area, as well as state control over product and/or or the services compliance, placed on the market to the prescribed or declared requirements and the observance of the provisions of the normative acts in the field of legal metrology, of the norms and rules for carrying out the trade activities.
The APCSP has the mission to implement the policy and strategies in the field of consumer protection, as well as to supervise the observance of the normative acts in the respective field within the limits of the assigned competences.
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Agency for Consumer Protection and Market Surveillance.
Organization for the Development of Small and Medium Enterprises Sector (ODIMM) – has the mission to contribute to increasing the competitiveness of the national economy by supporting the development of the SME sector to create opportunities for launching and developing successful businesses in the Republic of Moldova.
Among the main attributions of ODIMM are: the elaboration and implementation of programs and projects for the development of the SME sector; administration of the State Credit Guarantee Fund; providing consultancy and training services for managers and employees of SMEs; creation and development of a network of Business Incubators in the Republic of Moldova; supporting the development of business partners and support institutions, as well as cooperation with similar national and international organizations.
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Organization for the Development of Small and Medium Enterprises Sector.
The National Agency for Quality Assurance in Education and Research (ANACEC) – is an administrative authority of national interest, which implements state policies in the field of quality assurance in technical, higher and continuing vocational education.
ANACEC’s mission is to develop and promote a culture of quality in the field of technical, higher vocational education and continuing education, contributing to increasing economic competitiveness and social cohesion in the Republic of Moldova.
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the National Agency for Quality Assurance in Education and Research.
University of Political and Economics Studies „Constantin Stere” (USPEE „Constantin Stere”) – is a higher education institution in the Republic of Moldova.
The mission of USPEE “Constantin Stere” is to organize quality continuing education, adapted to European standards and to conduct scientific research to contribute to the implementation of the paradigm of democratic transition and the concept of European integration of the Republic of Moldova.
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the USPEE “Constantin Stere”.
Centre of Excellence in Energy and Electronics (CEEE) – is a specialized secondary education institution in the Republic of Moldova, focused on training in energy, telecommunications, electronics and computers.
The mission of the CEEE is – to train an integral personality and to develop professional skills, in order to meet the current and promising requirements of the local and international labor market
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Centre of Excellence in Energy and Electronics.
Technical University of Moldova (UTM) – is the only state-accredited technical higher education institution in the Republic of Moldova.
UTM’s mission is to provide quality education by combining education, research and innovation with the younger generation, which will help build a sustainable knowledge-based society and economy, and shape the creative and critical student personality.
In 2016, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Technical University of Moldova.
Chamber of Commerce and Industry of the Republic of Moldova (CCI RM) – is a non-governmental, autonomous and independent organization that represents the overall interests of entrepreneurs in the Republic of Moldova. The Chamber is a legal person under public law and in this capacity benefits from the support of the state.
The CCI RM has the mission of creating an environment and a business community in society and representing the interests of its members in the system of foreign economic relations of the Republic of Moldova, in the relations of members with governmental authorities and foreign business circles.
In 2017, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Chamber of Commerce and Industry of the Republic of Moldova.
Association of Tourism Development in Moldova (ADTM) – is an independent public non-governmental organization in the Republic of Moldova.
ADTM specializes in actions to promote the tourism sector, developing professional skills, researching tourism phenomena, encouraging partnerships for destinations in Moldova.
In 2020, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Association of Tourism Development in Moldova.
Centre of Excellence in Economics and Finance (CEEF) – is one of the institutions of technical vocational education in the Republic of Moldova, and is also the oldest institution of economic and financial education in the Republic of Moldova.
The basic purpose of the CEEF is reflected in maximizing the potential of each child.
In 2020, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Centre of Excellence in Economics and Finance.
Energy Efficiency Agency (AEE) – is an administrative authority subordinated to the Ministry of Infrastructure and Regional Development of the Republic of Moldova.
The AEE’s mission is to implement state policy in the field of energy efficiency, energy performance of buildings, as well as the use of renewable energy sources, including by attracting and managing financial resources to finance projects in those areas in a sustainable way from the point of view of the environment and climate change.
In 2021, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Energy Efficiency Agency.
The Institute of Ecology and Geography of the Academy of Sciences of Moldova was established in accordance with the Decision of the Government of the Republic of Moldova “On measures to optimize the infrastructure of science and innovation” No. 1326 of December 14, 2005 by merging the National Institute of Ecology of the Ministry Ecology and Natural Resources and the Institute of Geography of the A.Ş.M. and is in double subordination.
Main research directions:
– Dynamics and evolution of geo- and natural and anthropized ecosystems in local, regional and cross-border context;
– Elaboration of the geoinformation system of environment and natural resources;
– Integrated environmental monitoring and ecological reconstruction.
Institute of Power Engineering – is a public institution in the fields of research and innovation in the Republic of Moldova, whose founder is the Ministry of Education, Culture and Research.
The mission of the Institute of Power Engineering is the scientific support for increasing energy security, development and efficient operation of the energy complex of the Republic of Moldova in terms of the liberalization of the energy market and the increase in the share of the use of renewable energy resources, the contribution to the process of regional and European integration of the national energy system.
In 2021, the trilateral Collaboration Agreement was signed between the Institute for Standardization of Moldova, the Institute of Power Engineering and the Technical University of Moldova.
Romanian Standardization Association (ASRO) – was created in 1998, continuing the attributions and objectives in the field of standardization of the Romanian Institute for Standardization established in 1970.
The main attributions of ASRO:
– establishing the principles and methodology of the Romanian national standardization;
– elaboration and approval of national standards and participation in the activity of European and international standardization;
– managing the documentary fund of standards and publications in the field of national and international standardization;
– ensuring public information in the field of national standardization;
– editing, publishing and disseminating standards and standardization publications;
– represents ISO and IEC in Romania and protect the copyrights on the adopted international standards;
– offering products and services to users of standards in order to meet their needs;
– promoting compliance with copyright on adopted European standards.
In 2013, the Partnership Agreement in the field of standardization was signed between the Institute for Standardization of Moldova and the Romanian Standardization Association.
American Society for Testing and Materials (ASTM International) – was founded in 1898.
ASTM International is a globally recognized leader in the development and delivery of standards for materials, products, systems and services in various fields.
In 2013, the Memorandum of Understanding was signed between the Institute for Standardization of Moldova and the American Society for Testing and Materials.
Georgian National Agency for Standards and Metrology (GeoSTM) – was created in 2012, continuing the standardization responsibilities of the Georgia National Agency for Standards, Technical Regulation and Metrology established in 2005 as a legal entity under public law.
The main activities of GeoSTM are:
– organizing the activity of national standardization and metrology by elaborating normative and legislative acts in these fields;
– elaboration of fundamental standards in various fields;
– elaboration of mandatory methodological regulations in the field of standardization and metrology;
– elaboration of the other normative technical regulations;
– representing Georgia in international and regional standardization and metrology organizations.
In 2017, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Georgian National Agency for Standards and Metrology.
Ukrainian Standardization Agency (UAS) – was established on January 3, 2015 in accordance with the first part of Article 11 of the law, Ministry of Economic Development of Ukraine.
The main attributions of UAS are:
– organizing and coordinating activities on the development, adoption, verification, review, withdrawing and restitution of national standards;
– preparation and approval of the work program on national standardization;
– coordination of the activities of the technical standardization committees;
– publication of national standards;
– formation and maintenance of the national fund of normative documents;
– ensuring the functioning and development of the national standardization system, harmonization of national standards with international and European coordination of the National Technical Standardization Committee (TC);
– certification of products, services and control systems;
– assessment of the conformity of the products with the technical regulations;
– training and improvement of specialists in the field of standardization, certification, metrology and management systems, training of highly qualified scientific staff.
In 2017, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Ukrainian Standardization Agency.
Lithuanian Standards Board (LST) – was established on 25 April 1990 by the Government of the Republic of Lithuania. LST is a budgetary institution operating as a national standardization body, participating within the limits of its competence in establishing and implementing the Lithuanian government’s standardization policy.
LST develops and improves the national standardization system, sets up technical committees to develop draft standards and coordinates their activities, establishes procedures for the adoption of international and European standards as Lithuanian standards, adopts, publishes and distributes Lithuanian standards and other applied results.
In 2017, the Partnership Agreement in the field of standardization was signed between the Institute for Standardization of Moldova and the Lithuanian Standards Board.
Office for Standardization, Metrology and Testing of the Czech Republic (UNMZ) – was established on January 1, 2009, and among the main responsibilities are the protection of the organization of the state administration in the field of technical standardization, metrology and testing.
UNMZ exercises state competence in the following areas: technical standardization, metrology, testing and harmonization of technical regulations.
In 2017, the Memorandum of Understanding and Cooperation was signed between the Institute for Standardization of Moldova and the Office for Standardization, Metrology and Testing of the Czech Republic.
Letonian Standard (LVS) – is a limited liability company, established after the reorganization of the National Center for Standardization and Metrology, when LVS assumed rights and obligations in the field of standardization.
LVS’s mission as a national standardization organization is to direct and coordinate the standard-setting process in Latvia in order to provide the national economy with information in the field of standardization.
In 2017, the Collaboration Agreement was signed between the Institute for Standardization of Moldova and the Latvian Standard.
