Pe parcursul ultimilor ani, Ministerul Agriculturii \u0219i Industriei Alimentare, precum \u0219i Institutul de Standardizare din Moldova (ISM), \u00eentreprind ac\u021biuni de aliniere \u0219i implementare a cadrului normativ \u0219i a practicilor na\u021bionale la cerin\u021bele \u0219i regulile Uniunii Europene. Aceste ajust\u0103ri rezult\u0103 din angajamentele asumate de Republica Moldova prin semnarea Acordului de Asociere cu Uniunea European\u0103, ratificat prin Legea nr. 112 din 02.07.2014.<\/p>\n

Legea nr. 306 din 30.11.2018 privind siguran\u021ba alimentelor stabile\u0219te prerogative pentru aplicarea unei serii de Regulamente UE, printre care Regulamentul (CE) nr. 178\/2002 al Parlamentului European \u0219i al Consiliului UE din 28 ianuarie 2002 de stabilire a principiilor \u0219i a cerin\u021belor generale ale legisla\u021biei alimentare, Regulamentul de punere \u00een aplicare (UE) nr. 931\/2011 al Comisiei Europene din 19 septembrie 2011 privind cerin\u021bele \u00een materie de trasabilitate a alimentelor de origine animal\u0103, stabilite \u00een Regulamentul (CE) nr. 178\/2002 al Parlamentului European \u0219i al Consiliului UE etc. Totodat\u0103 Hot\u0103r\u00e2rea Guvernului nr. 1150 din 20.12.2017 cu privire la aprobarea Strategiei \u00een domeniul alimentelor pentru anii 2018-2022 la pct. 1.3 prevede retragerea standardelor GOST existente \u00een prezent \u00eentruc\u00e2t acestea contravin actelor normative \u00een vigoare.<\/p>\n

Pentru executarea acestor prevederi, ISM a identificat o serie de standarde interstatale \u00een vigoare din domeniul industriei alimentare, care se propun a fi examinate pentru a stabili \u00een ce m\u0103sur\u0103 sunt utilizate \u00een practic\u0103, \u021bin\u00e2nd cont de prevederile Legii nr. 306 din 30.11.2018 \u0219i ale altor acte normative din domeniu. ISM propune anularea acestor standarde \u00eencep\u00e2nd cu data de 15.12.2021.<\/p>\n

Observa\u021bii privind lista standardelor propuse spre anulare pot fi prezentate de c\u0103tre orice persoan\u0103 fizic\u0103 sau juridic\u0103 p\u00e2n\u0103 la sf\u00e2r\u0219itul anchetei publice – data de 06.11.2021. \u00cen cazul \u00een care se consider\u0103 necesar\u0103 aplicarea \u00een continuare a unui standard din lista prezentat\u0103, propunerea trebuie justificat\u0103 sub aspectul: utilit\u0103\u021bii practice a standardului, avantajelor industriale sau economice din aplicarea acestuia.<\/p>\n

Suplimentar, men\u021bion\u0103m despre faptul c\u0103 standardele nu sunt acte normative (nu sunt de natur\u0103 regulatorie \u0219i nu au caracter obligatoriu). Anularea unui standard nu \u00eenseamn\u0103 lipsa legitimit\u0103\u021bii acestuia dup\u0103 anulare \u0219i nu atrage imposibilitatea aplic\u0103rii acestuia. Anularea unui standard reprezint\u0103 faptul c\u0103 acesta nu mai reflect\u0103 stadiul tehnicii \u0219i c\u0103 exist\u0103 un alt standard mai modern. La decizia utilizatorului, standardele anulate pot fi utilizate \u00een continuare.<\/p>\n

Dup\u0103 anularea standardului, textul acestuia se p\u0103streaz\u0103 \u00een Fondul Na\u021bional de Standarde \u0219i este disponibil pentru consultare, pentru o perioad\u0103 nedeterminat\u0103. <\/p>\n

Lista standardelor dep\u0103\u0219ite tehnic din domeniul industriei alimentare spre anulare poate fi consultat\u0103 aici:<\/p>\n
